    The opioid epidemic has touched every corner of the U.S., from small towns to major cities. In fact, The Centers for Disease Control and Prevention reported that more than 93,000 people died from drug overdoses in 2020, the most ever in a single year. Furthermore, fentanyl is a synthetic opioid similar to morphine but is 50‐100 times stronger. Its purpose is to treat patients with severe pain or manage pain after surgery. It is also sometimes used to treat patients with chronic pain who may not respond to other medications.

    Because it is relatively easy and cheap for criminals to manufacture, drug cartels use it more frequently to cut into other drugs. Due to its high potency, more and more people fall victim to a fentanyl overdose. As a result, it’s more likely that overdoses occur if they are unaware that they are taking contains fentanyl. Texas opioid overdose fatalities increased by 34.2 percent in year-over-year averages. In 2019, there were 2,956 overdose deaths in Texas. In 2020, there were 3,968 of these deaths – an increase of 1,012 deaths.

    In response to the rising drug problem in Dallas, the city has taken several steps to address addiction. Of the 38 licensed drug and alcohol rehabilitation facilities in Dallas, there are currently 13 rehabs fully funded by the Department of State Health Services.     Furthermore, to better protect public health, many reforms have been passed in Texas over the last few years, including:

    • In September of 2019, opioid prescriptions are limited to a maximum of 10 days with no refills.
    • In March 2020, prescribers must check a patient’s prescription history in the Prescription Monitoring Program (PMP) database. Texas pharmacies are already required to use this database to record all controlled substance prescriptions they have filled.
    • Beginning in January of 2021, all controlled substances may only be prescribed electronically. Pharmacies will no longer accept handwritten prescriptions.
